Pay to Park Bays
In Newcastle there are a number of on street, off street and multi storey car parks which are operated by the local authority.
Payment is required on arrival once a vehicle is parked within the marked white lines of a marked parking bay. There are a number of signs in all off street and multi storey car parks to remind customers to pay for their parking before they leave the location on foot.
As Newcastle City Council operates a pay to park system, there are no barriers at the entrance to any off street or multi storey car parks.
In all on street, off street and multi storey car parks, the PayByPhone service is in operation. This service allows a customer to pay for their parking remotely using their telephone via an app, text message or telephone call.

All our parking locations also have card enabled ticket machines that allow you to pre-pay. Customers use their Credit/Debit card at the payment machine and select on arrival how long you want to stay for. Payment machines located in all off street and multi storey car parks, also enable a customer to pay for their parking using the Check In Check Out service (this method is not available in on street parking bays).
Customers use their Credit/Debit card at the payment machine and check in at the time of parking, customers then use the same card at the payment machine to check out on their return prior to leaving the parking location. Payment is then taken for the time the motor vehicle was parked in the pay to park bay.

When parking in on street pay to park bays, the payment machines advise of the terms and conditions of parking, the hourly rate, days and times of operation, any maximum stay restrictions and PayByPhone information. The payment machine also provides information on what to do to report a fault with the machine.
In most locations there is a sign next to the payment machine which will advise of the parking restriction and PayByPhone details.
On street pay to park bays may have different charging times depending on where the street is located in the city. Some on street pay to park bays are in operation Monday to Sunday 8.00 am to 6.30 pm and other locations are in operation Monday to Sunday 8.00 am to 7.00 pm. The only exception to these days and times is on Christmas Day when no charges are in operation.
Once charges have finished at 6.30 pm or 7.00 pm, it is advised that motorists check the signage next to the payment machine to ensure that no other restrictions come into place after 6.30 pm or 7.00 pm. If no further restrictions come into operation after 6.30 pm or 7.00 pm, vehicles can be parked free of charge until the charging period recommences.

In off street car park locations there will be payment machines with a tariff board next to the machine giving terms and conditions of parking, the hourly rate, days and times of operation, any maximum stay restrictions and pay by phone information.
Payment to park in off street car parks can either be Monday to Sunday 8.00 am to 6.00 pm or Monday to Sunday 8.00 am to 7.00 pm. Please check the tariff board next to the payment machine to confirm the correct hours that payments are required to be paid in off street pay to park bays.
The only exception to these charges is on Christmas Day when there are no charges in operation.
In these off street car parks, there may also be bays where a payment to park is not valid, examples of this are, Disabled bays, Electric Vehicle Charging bays and Motor cycle bays. The signs of the bays where payment to park is not valid is shown below.
There are also some bays in off street car parks which are reserved for Season Ticket permit holders. Please see a copy of the permit sign below.
Non permit holders are only entitled to park in these bays outside of the Season Ticket times of operation. The tariff board next to the payment machine would need to be checked to see if a payment is required to be paid when the Season Ticket permit bays are not in operation.

In multi storey car parks payment is required Monday to Sunday 8.00 am to 7.00 pm. In Manors and Quayside multi storey car parks, payment is required Monday to Sunday 8.00 am to 6.00 pm. In The Garage at The Helix and Stadium multi storey car parks however payment is required Monday to Sunday 8.00 am to 10.00 pm.

Reports of defective payment machines can be reported to the Customer Response Team on 0191 278 7799. Please quote the location and the payment machine reference number which can be found on each machine.
Disabled blue badge holders will be required to pay for their parking in both off street and multi storey car parks. Payment is required if a motor vehicle is displaying a valid disabled blue badge, and the vehicle is parked in either a charged parking bay or a disabled parking bay.
Blue badge holders will be given an additional hour free parking after their parking has expired to ensure that they will have enough time to return to their vehicle, but only once an initial payment has been made.
Payment can be either be made by presenting a Credit/Debit card via the ticket machine or via the Pay by Phone service.
Parking in on street pay to park bays will remain free of charge for disabled blue badge holders.
A valid disabled blue badge will need to be clearly displayed on the front dashboard so a Civil Enforcement Officer (CEO) can check the disabled blue badge.
The disabled time clock does not need to be set as this is only used on single yellow lines or double yellow lines. There are no time limits for disabled blue badge holders when they park in pay to park bays.
A Penalty Charge Notice (PCN) will be issued to a motor vehicle if a Civil Enforcement Officer (CEO) is unable to find a record of a payment being paid for the vehicle registration number whilst the vehicle is parked in the pay to park bay.
A PCN will be issued to the motor vehicle by a CEO if a payment has been paid for the vehicle, but the vehicle is parked in a different location to where the payment had been paid for.
When parking in either an on street, off street or multi storey car park location a motor vehicle must be parked within the marked white lines of a pay to park bay.
A PCN will be issued to the motor vehicle if any part of the vehicle is over the marked out white lines of the pay to park bay for not wholly within a bay.
