Pay and Display Bays

In Newcastle there are a number of on street, off street and multi-story car parks which are operated by the Local Authority. 

Payment is required once a vehicle is parked within the white lines of a marked parking bay.  There are a number of signs in all off street and multi storey car parks to remind customers to pay for their parking before leaving the location.

As Newcastle City Council operates a pay and display system, there are no barriers at the entrance to any off street car parks or multi storey car parks. All car parks have operational ticket machines.

Payment can be made by inserting coins into the pay and display machine.  Alternatively, many on street, off street and multi storey car parks have a Pay by Phone service, where drivers can pay remotely over the telephone.

Within Eldon Garden Multi Storey car park and Eldon Square Multi Storey car park there is also the ‘Check in Check out’ service in operation. This enables customers to use their debit/credit card at the ticket machine and check in at the time of parking, customers then check out on their return and their payment card is then charged for the period they are parked. It is hoped that over time, that this service may be rolled out to more locations in the future.

This service is due to be rolled out to a further 10 off street and multi storey car parks in the coming months.

When parking in on street pay and display bays, the ticket machines advise of the terms and conditions of parking, the hourly rate, days and times of operation, any maximum stay restrictions and Pay by Phone information. The machine also provides details of what to do if the machine is out of order. 

In most locations, there is a sign next to the ticket machine which will advise of the parking restriction and Pay by Phone details.

From 25 August 2022 changes were made to the charging hours on many of the on street pay and display bays located within the city.

Some locations require payment to be made on street Monday to Sunday 8.00 am to 6.30 pm and some are now 8.00 am to 7.00 pm.   The only exception to this is Christmas Day when there are no charges in operation.     

Once charges have finished at 6.30 pm or 7.00 pm it is advised that motorists check the signage next to the pay and display machine to ensure that no other restrictions come in to place after 6.30 pm or 7.00 pm. If no further restrictions come into operation after 6.30 pm or 7.00 pm, vehicles can be parked free of charge until the charging period recommences.

Reports of defective pay and display machines can be reported to the Customer Response Team on 0191 278 7799, please quote the location and machine reference number, which can be found on each machine. 

In off street locations there will be pay and display machines along with a tariff boards giving details of the terms and conditions of parking, the hourly rate, days and times of operation, any maximum stay restrictions and Pay by Phone information.

Payment to park in off street locations are in operation for either 8.00 am to 6.00 pm or 8.00 am to 7.00 pm Monday to Sunday.  Please check the tariff board next to the pay and display machine to confirm the correct hours that payments are required to be paid in off street pay and display bays.

The only exception to these charges is Christmas Day when there are no charges in operation.

In these off street locations there may also be bays where a pay and display ticket is not valid, examples of this are Disabled bays, Electric Charge bays and Motorcycle bays. The signs of the bays where pay and display tickets are not valid are shown below.

There are also some bays in off street car parks which are reserved for Season Ticket permit holders.  Please see a copy of the permit sign below:

Non permit holders are only entitled to park in these bays outside of the times on the Season Ticket permit sign. The tariff board next to the pay and display machine would need to be checked to see if a payment is required to be paid when the Season Ticket permit bays are not in operation.

In multi storey car parks payment is required from 8.00 am to 7.00 pm Monday to Sunday.  In Manors and Quayside multi storey car parks however payment is required from 8.00 am to 6.00 pm Monday to Saturday and from 8.00 am to 6.00 pm on a Sunday.    

The pay and display machines that are in multi storey car parks are the same as those that have been installed in off street car parks.

From the 1st July 2021 Disabled Blue Badge holders will be required to pay for their parking in both off street and multi storey car parks. Badge holders will be given an additional hour free parking after their parking has expired to ensure that they will have enough time to return to their vehicle.

Payment is required if a vehicle is displaying a valid Disabled Blue Badge for both the charged parking bays and the disabled parking bays.

Parking in on street bays for Disabled Blue Badge holders will remain free of charge.

A valid Disabled Blue Badge will need to be displayed on the front dashboard, so a Civil Enforcement Officer (CEO) will be given an additional hour free parking after their time of expiry.

Payment can be either be made by inserting coins into a pay and display machine, using the check in check out service if in operation or via the Pay by Phone service.

The Disabled Blue Badge clock does not need to be set as this is only used on single yellow lines or double yellow lines. There are no time limits for Disabled Blue Badge holders when they park in pay and display bays.

When a pay and display ticket has been purchased, this must be displayed on the front dashboard, so that all the details of the pay and display ticket are clearly visible. It is advisable to take a moment when leaving a motor vehicle to check to see if all the pay and display ticket is clearly displayed.

A PCN will be issued to a motor vehicle if a CEO cannot find any record of payment being made for the time the vehicle is parked.

A PCN will be issued to a vehicle if there is either no payment to park, or the pay and display ticket has been obscured and the details are not visible. Pay and display tickets are not transferable between car parks or other drivers.

When parking in either on street, off street or multi storey car park locations a motor vehicle must be parked within the marked white lines of a pay and display bay.

A PCN will be issued to the motor vehicle if any part of the vehicle is over the marked out white lines of a pay and display bay for not wholly within a bay.
