Housing and Economic Land Availability Assessment (HELAA) and 5-Year Housing Land Supply
The Housing and Economic Land Availability Assessment (HELAA) is a technical study that assesses the suitability, availability and achievability of land for future housing and economic development.
As part of the joint preparation of a new Local Plan, Newcastle City Council and Gateshead Council have produced a joint HELAA covering both authority areas.

Whilst the HELAA has been prepared jointly, Newcastle City Council and Gateshead Council will each publish separate Five Year Housing Land Supply Statements. Newcastle City Council's 2026 Five Year Housing Land Supply Statement and supporting appendices can be viewed below:
