Hackney Carriage and Private Hire licence policy

Hackney Carriage and Private Hire licence policy

Newcastle City Council's taxi licensing policy aims to:

  • ensure sure taxis are safe, clean, reliable and accessible
  • ensure drivers and operators are fit and proper
  • set out our expectations of taxi drivers
  • explain our decision making process
  • encourage environmental sustainability
  • encourage high standards of service

Consultation: Changes to the policy for 2022

As licensing authority we have carried out a review of the Hackney Carriage and Private Hire Licensing policy.

Proposed changes, which include Institute of Licensing guidelines, would be introduced from April 2022.

They are intended to:

  • improve public recognition of Newcastle City Council licensed taxis and private hire vehicles
  • implement standards for CCTV installation
  • include enhanced checks for vetting “fit and proper” taxi drivers
  • enhance safety and protect passengers
  • promote vehicle standards, including environmental sustainability
  • provide clarity for taxi drivers and applicants about our expectations and decision making processes

We are now seeking the views of the public about these proposed changes.
