HDRC Service Manager

Newcastle City Council is looking for an exceptional leader with skills in data and analysis to make a generational change in the health and wellbeing of our city.

Newcastle City Council have been successful in our bid to the National Institute for Health & Care Research (NIHR) to establish a Health Determinants Research Collaboration (HDRC), working in partnership with the University of Newcastle and its globally renowned expertise in public health and health inequalities.

The service manager role

We are looking to appoint an exceptional candidate into this key leadership post to drive our HDRC forward.

You will be responsible for the day to day leadership of the HDRC, overseeing the mobilisation and operation of a team of data scientists and user researchers who will support the development of our work programme in collaboration with residents and communities.

The post holder will report to the Assistant Chief Executive, who acts as our HDRC Director as well as being the council’s data champion. You will work closely with our Director of Public Health and the Public Health team, and build networks across the council, recognising that many parts of our organisation have an impact on population health.

You will work closely with our HDRC academic lead at the University of Newcastle and ensure the HDRC is linked into and influences the work of key institutions, collaborations and networks locally, regionally, and nationally, as well as ensuring our Health and Wellbeing Board, with oversight for the HDRC, understands and benefits from its work.

As well as focusing on research into health disparities, the NIHR selection panel endorsed our vision for the way in which the HDRC would help us transform our organisational capacity, capability and culture around data and analysis. This role will play a key part in that transformation process, particularly in demonstrating the way in which research and data can enhance our understanding of our communities and deliver better services and outcomes for our residents.

We are looking for an exceptional candidate who can

• Demonstrate strong understanding of the role that the wider determinants of health play in population health improvement and tackling health disparities, and how local government contributes to system improvement through this lens

• Demonstrate a track record of leadership in data and intelligence which has delivered tangible outcomes for the public, and which has supported organisational improvement

• Provide leadership and vision to a team, as well as working corporately to drive culture change and improvement
