About us

Newcastle City Council published the city’s first Inclusive Economic Strategy in 2023, contributed to and endorsed by key city partners. The Strategy set out our commitment to creating an inclusive economy, where wealth flows to all.

Following changes to our senior management structure we are now recruiting for a mission critical role which will work in partnership to lead our physical and economic transformation, to continue to translate the Strategy into action, and to deliver better outcomes for our residents, businesses, and communities.

The role

As our Head of Service for Inclusive Economy you will work shape the council’s inclusive economy programme and drive its delivery. The role will encompass all aspects of inclusive economic growth, with leadership accountability for our adult learning service Newcastle City Learning (rated good by Ofsted in 2021), our inclusive employment services, and our strategic leadership of employment and skills.

The role will work closely with the Leader of the Council, whose portfolio includes major development projects, and the Cabinet Member for Thriving City, who directs our inclusive economy work. Supporting the Leader of the Council in their role as the Economy portfolio holder for the North East Combined Authority, ensuring that the city maximises the benefit of NECA investment and influence, and plays a full part in driving the regional economy forward.

The role will also work closely with council officers in Transport, Planning, Housing, and Net Zero, amongst others, to provide input to key strategies and delivery programmes that will shape our economic outcomes.

What we are looking for

You will be able to evidence leading or assisting in the leadership of a major service / team or function delivering one or more aspects of inclusive economic growth, ideally an in urban setting, including skills, education and employability, community wealth building, innovation and enterprise, and ESG/social value as well as familiarity with external funding streams to support such activity. You will understand how major development projects can drive inclusive economies, and potentially have experience of working with combined authorities to drive inclusive economic opportunities linked to regional investment.

You will be able to demonstrate how your professional credibility and personal influence can further develop and consolidate relationships within the council, the city, and the North East to drive tangible change in delivery. You will be comfortable working in a political environment both locally and regionally, and you will have a strong understanding of and be capable of influencing national policy around the inclusive economy agenda.

We are looking for compelling communicators, able to translate technical concepts and activity into relatable language for a wide range of audiences, including residents and communities, and to influence change at all levels.
