Publication of the Final Audited Accounts 2019/20

Our auditors Ernst & Young LLP have conducted a full and detailed examination of the draft accounts and have reported to the Council's Audit Committee and Constitutional Committee their opinion on the accounts.

Constitutional Committee have approved the final accounts and they plus the auditor's opinion are published on this page.

Ernst & Young LLP will also issue a final certificate of the completion of the audit separately which will also be published here when available, together with a public notice explaining the rights of local electors to inspect the accounts and audit opinion/certificate.

Narrative Report

This provides a brief guide to the Statement of Accounts and an analysis of the development and performance of the council both within the financial year and its position at the year-end.

Statement of Accounts

The 'Statement of Accounts' contains the core financial statements and explanatory notes to the accounts which when combined provide the statutory accounts.

Annual Governance Statement

Statutory document outlining the Council's governance and internal control arrangements, highlighting any areas for improvement.

Audit Certificate

Independent auditor's opinion on the financial statements.

Statement of Accounts 2019/20 - Notice of Public Rights

Local Audit and Accountability Act 2014, Accounts and Audit Regulations 2015 and the Local Audit (Public Access to Documents) Act 2017.

Impact of Covid 19 - Accounts and Audit (Coronavirus) Amendments Regulations 2020 (SI 2020/404).

In line with the above legislation notice is given of the commencement of the period for the exercise of public rights to inspect the draft Statement of accounts and supporting documents for 2019/20.

Notice is given that from 15 June to 24 July 2020 between 9.30 a.m. and 4.30 p.m. Monday to Friday, any person interested may on reasonable notice inspect and make copies of the accounts of Newcastle City Council for the year ended 31 March 2020.  A copy of the full statutory notice is provided.

Notice of appointment of a Local Auditor to Newcastle City Council from 2019/20

Under Section 8(2) of the Local Audit and Accountability Act 2014, this Authority must publish a notice relating to the appointment of its Local Auditor.

On 21 July 2017 Newcastle City Council made an appointment of a Local Auditor, as part of a collaborative procurement with North Tyneside Council and Northumberland County Council. The Local Auditor appointed is Ernst and Young, and the period of their appointment is from 1 April 2018 until 31 March 2023.

The independent Auditor Panel convened to advise Newcastle City Council on the selection and appointment of Local Auditor recommended the appointment of Ernst and Young for this period. The report of the independent Auditor Panel was considered at a meeting of full council on 28 June 2017 and is attached below.

Council's decision at that meeting was to follow the advice of the independent Auditor Panel,  and to endorse the Auditor Panel's recommendation that Ernst and Young be appointed as Local Auditor for the period 1 April 2018 to 31 March 2023.
