I have received a Charge Certificate

If we do not receive full payment or correspondence during the 28 day period after the date the Notice to Owner was issued, we may issue and serve a Charge Certificate. 
The Charge Certificate increases the original Penalty fee by 50% and provides a 14 day period for payment. If no payment is paid after the 14 day period, we may register the charge as a debt and you may subsequently receive communications from our enforcement agents.

This is the first letter I have received about this Penalty Charge Notice.


If you did not receive the previous letter, known as the Notice to Owner, you should wait for the next letter in the enforcement process known as an Order for Recovery of Unpaid Penalty Charge.  Once you have received an Order for Recovery you will have the opportunity to submit a Witness Statement directly to the Traffic Enforcement Centre (TEC) stating that you did not receive the Notice to Owner document. If the TEC accept your Witness Statement, they will instruct the Council to re-issue the Notice to Owner letter to you, to the address that you provide on your Witness Statement (which should be your current address).


I have been unable to respond before now.


If you have been unable to either make payment or submit an appeal within 28 days of the Notice to Owner document because of extenuating circumstances, please click the link below and complete the online form explaining why you were unable to previously respond. Please ensure you provide copies of any documentation you may have to support your statement.

I did appeal but I have not received a response.


If you appealed after receiving the Notice to Owner document in the post and did not receive a response you should wait for the next letter in the enforcement process known as an Order for Recovery of Unpaid Penalty Charge.  Once you have received an Order for Recovery you will have the opportunity to submit a Witness Statement directly to the TEC stating that you have appealed but did not receive a response. If the TEC accept your Witness Statement, they will instruct the Council to take the case back to Notice to Owner stage and the Council will write to you again, providing you with the opportunity to make payment or submit representations against the issue of the Penalty Charge Notice.
