Yellow Lines

Single and double yellow lines are present on roads in Newcastle to allow traffic to move freely and safely.  These restrictions also allow pedestrians to have the confidence to use public footpaths safely without the worry of motor vehicles obstructing them.

 

Single Yellow Lines

This restriction is marked out on the road with a single line painted in yellow on the road.  There will also be a time plate on a signpost to advise of the times and days the restriction is in place for.

The restriction applies to the whole of the highway on the side that it is marked, including any footway/pavement and verge.  Motor vehicles are not permitted to park on a footpath or verge adjacent to the single yellow line.

 Double Yellow Lines

This restriction is marked out on the road with two lines painted in yellow.  This restriction is in place 7 days a week 24 hours a day.

There will be no signs as the restriction is in place all days and all times.  The only time there could be signs to cover these restrictions would be at an entrance to a Controlled Parking Zone.   

The restriction applies to the whole of the highway on the side that it is marked, including any footway/pavement and verge.  Motor vehicles are not permitted to park on a footpath or verge adjacent to the double yellow line.

On some streets in Newcastle there are double yellow lines in place as well as one single yellow kerb marking and in some other locations there are double yellow lines along with two yellow marks on the kerb.

These yellow markings on the kerbside signify that there is a loading ban in place.  There will also be a sign adjacent to the kerbside to advise motorists that no loading can take place.

Where there are single yellow lines or double yellow lines but no kerb markings, motorists are permitted to pick up and drop off passengers.     

Loading and unloading is permitted on single or double yellow lines providing there are no markings on the kerb side.  A Civil Enforcement Officer (CEO) will need to observe loading and unloading take place. If no loading/unloading is seen a Penalty Charge Notice (PCN) may be issued.

Disabled Blue Badge holders are entitled to park on single or double yellow lines providing a valid Disabled Blue Badge is clearly on display, in date and is accompanied by a Disabled clock set to the time the disabled person arrived at the location.  The maximum time allowed for Disabled Blue Badge holders on single and double yellow lines is 3 hours, providing there are no yellow kerb line markings.

Motor vehicles parked on yellow lines or on a verge or pavement adjacent to a yellow line without a Disabled Blue Badge or clock on display or who are not loading or unloading, will be issued with a PCN by a CEO.

If a motor vehicle is parked on yellow lines where there is a loading ban in operation, a PCN will be issued by a CEO.  The only time this would not happen would be if there was a dispensation in place to cover the vehicle.

Disabled Blue Badge holders are not permitted to park on yellow lines where a loading ban is in place.  If a Disabled Blue Badge holder is parked on yellow lines where the loading ban is in place ,a PCN will be issued by a CEO.

 

Pedestrian Zones

 Pedestrian Zones do not have any yellow lines on the highway. The only indication is instead of the road being level it is slightly raised to advise motorists that they have left the road and have now come onto a shared surface.  There will be a sign at the start of the Pedestrian Zone to advise the hours of operation.

Motorists will need to take care when driving on the shared surface of the Pedestrian Zone as there could be a lot of pedestrians using this area as well.

 

Where there is just a waiting restriction in place, blue badge holders can park here as long as a valid blue badge and clock is displayed. Other vehicles would require a dispensation to park here.  Please click on the following link for dispensations dispensation application

 

Disabled Blue Badge holders should check the signage at the entrance to a pedestrian zone, to ensure there is not a loading ban in place within the pedestrian zone. Blue badge holders are not permitted to park in any area where there is a loading ban in place, so a PCN will be issued by a CEO under these circumstances. 

 

If any motor vehicle is parked in a Pedestrian Zone during the times of operation and the vehicle is not covered by a dispensation, a PCN will be issued by a CEO.
