To maximise the life chances of every young person in Newcastle, it is important to offer excellent education opportunities and support the most vulnerable and disadvantaged groups, both to support their engagement and transition to the world of employment. To support future labour markets and address under achievement in schools we will retain an employability offer and support to schools. With less investment available we will commission more, directly provide less and increase trading with schools. Our aim is to reduce the number of young people who are not in not in employment, education or training (NEET) to the national average, and half the gap between the unemployment rate for 18-24 year olds in Newcastle and the national average.

Employment and skills offer
We will consolidate and reduce our spend on employment and skills services by establishing a single, integrated employment and skills offer targeted at 16-25 year olds with a focus on NEETs. Council funded apprenticeships and employability support to adults will reduce, and supported employment will continue at a reduced cost.

Education improvement
We will explore opportunities to work collaboratively with other local authorities across a range of education functions and traded services to schools. We will also  generate additional income from traded services and operate the City Learning Centre on a more economically viable model.

Special Educational Needs transport
We will introduce a range of changes to our Special Educational Needs travel assistance offer including increasing our independent travel training programme, promoting the use of personal budgets and alternative models of travel assistance such as walking buses and volunteer driver schemes, and introducing a charge towards the costs of travel for over 16’s.

We will streamline our assessment processes for Special Educational Needs services, target our support to specific groups of vulnerable and disadvantaged pupils in a different way, and strengthen our commissioning and contract management of placement costs.
