Inclusion is about supporting those who live, work and learn in Newcastle to equally enjoy wellbeing and good health, particularly those people who are excluded from the opportunities everyone else enjoys. To achieve inclusion means preventing crisis through early intervention, ensuring independence and wellbeing. Our aim is to decrease the size of need, prevent crisis and to ensure all Newcastle residents can access the foundations for independence and wellbeing.

Family services
Following the Family Services Review we will implement a new investment model the centrepiece of which is the Community Family Hub, providing a one stop shop, incorporating Sure Start, for all families with children aged 0-18 living in those communities with the highest levels of deprivation. It will also provide a city-wide, intensive, whole-family support service for children with additional needs, while maintaining a number of essential targeted services, fulfilling our key statutory support functions, and continuing to provide childcare for children with additional needs.
