At the heart of being a fit for purpose council is a drive to lead the city by enabling and empowering others to achieve. To do that means unlocking the energy and potential in our communities to do more for themselves. It is therefore important to invest time and effort into working with communities, helping residents to develop the skills and confidence to take responsibility for decisions and services which impact on things that matter to them and the places they live. Our aim is to help communities to build lasting and sustainable ways to address local issues. Irresponsible citizens create unaffordable extra costs through things like litter, dog fouling, graffiti and unacceptable noise. We will encourage and support responsible citizenship - promoting positive behaviour change and challenging those whose behaviours, and the respect shown for the environment and for others, fall below the level we expect of each other.

Proposals For consultation For decision 
Neighbourhoods - ward budgets
Funding for ward committee budgets will be reduced and realigned to support local neighbourhood cleansing services, such as dog fouling, fly tipping and litter, issues which we know are important to the community.
