PCN Appeals Guide

Welcome to the Newcastle City Council Penalty Charge Notice (PCN) appeals guide.

This Penalty Charge Notice appeals guide will allow you to review some of the common reasons behind why motorists contact the Council upon receiving a Penalty Charge Notice and it will help to guide you on how you may wish to proceed and what information may be required from you before you complete the online appeal form.  Once you have submitted an online appeal we will automatically place your penalty on hold whilst your appeal is being reviewed. It should be noted that this is a guide only and all appeals which are submitted are considered on their individual merits.

Making full payment will automatically close your case so please do not pay if you intend to make an appeal. Once you submit an appeal, your PCN will be put on hold and the amount owed will not increase whilst your appeal is being reviewed. The Council will normally aim to respond to appeals within 28 days meaning there is no need to contact the Council again in the interim period.

Please select the contravention type below which appears on your PCN, you can find this on the front of the original PCN or on the Notice to Owner document which you may have received in the post, where it states "Contravention code".
