Market sustainability and fair cost of care fund

The Government is seeking to reform adult social care.

As part of this it wants to make sure that the fees care providers receive are fair and that the levels of care on offer in each council area is sustainable.

The market sustainability and fair cost of care fund supports councils to work towards this aim.

To continue to receive money from the fund we must provide certain information to the Department of Health and Social Care. We must also publish it on our website.

Annual report on Care and Support for Adults

Every year we publish an annual report on care and support for adults, called the Local Account. The report shows you how effective we are in supporting adults in Newcastle in a practical ways such as when you:

  • are in your home
  • come out of hospital
  • are in crisis
  • are looking after someone else
  • have a disability
  • need help to get out and about
  • and when we direct you to other information or advice services in the City that can help

Newcastle City Council Carers Survey 2021/22

371 questionnaires were completed out of 951 by carers who care for adults in Newcastle. We wanted to learn more about their views on social care and support services, their experiences as carers, and their quality of life.

Newcastle City Council Carers Survey 2018

309 questionnaires were completed out of 833 by carers who care for adults in Newcastle. We wanted to learn more about their views on social care and support services, their experiences as carers, and their quality of life.

Newcastle City Council Adult Social Care Users Survey 2022/23

426 questionnaires were completed out of 1,585 by adults who use social care and support services in Newcastle. We wanted to learn more about their experiences of social care and support services, and their quality of life.

Findings included the facts that

  • 65.4% of service users are very or extremely satisfied overall with the services they receive
  • 79.6% of service users feel they have control over the daily life.

Carers Conference 2023

On Thursday 23 November 2023, over sixty people from various personal and professional backgrounds attended the carers conference, the first to happen in Newcastle since 2015

The conference included presentations by keynote speakers from Adult and Children’s Social Care, Newcastle City Council as well as from Newcastle Carers but most importantly, from carers themselves through a variety of mediums.

Tabletop exercises throughout the day offered delegates the opportunity to share good practice and innovation as well as identifying areas where improvements could be made, why and with/by whom.

Key priorities identified included

  • raising the profile and awareness of unpaid carers across the city
  • regular conversations and updates from and with carers
  • carer involvement at all levels in all service provision

Key learning points linked to information, communication, duplication, complexities of the system and inconsistency in approach highlighting the need for:

  • A clear suite of options in terms of support available to carers including those with eligible needs.
  • Information and advice to be readily available in different formats to suit different stages in the caring journey.
  • Better understanding of what it means to be a carer – the term isn’t always recognised or accepted by those with caring responsibilities.
  • A system that is simple and straightforward rather than complex and difficult to navigate.
  • Consistency  in approach across all areas of service provision.
  • Referral not signposting – positive and proactive action.
  • Regular caring conversations
  • A collaborative approach
  • Carer involvement at all levels of service provision/delivery

This highlighted the need for the development of a multi-agency carers strategy and delivery plan for the city as fundamental to effectively supporting unpaid carers with the development of a city wide carers partnership to take these actions forward.

National Carers Survey 2016

This is a survey of adults caring for adults who have been assessed or reviewed by our care and support for adults team.  It asks carers:

  • if the services they receive are helping them in their caring role
  • what their life outside of caring is like
  • what they think about the services provided to them and the person they care for

National Adult Social Care Users Survey 2017 to 2018

This is a national survey of adults who use social care and support services provided or commissioned by their local council.  The survey questions if the services are helping to improve the person's quality of life and meet their needs.

These services include:

  • living in a care home
  • receiving a Personal Budget
  • home care
  • equipment or home adaptations
  • meals services
  • direct payments
  • respite care
  • attending a day centre

Complaints report

A complaint is an expression of dissatisfaction or disquiet about the actions, decisions or apparent failings in the Council’s care support for adults.
