On 2 November 2016 the Community Infrastructure Levy (CIL) for Newcastle upon Tyne was adopted at the City Council meeting. On 3 November 2016 the CIL Charging Schedule was published to take effect on 14 November 2016.
The Report made under Section 213 (3B) of the Planning Act (pdf, 215kb) sets out the City Council’s changes made to the Newcastle Submission Draft Charging Schedule Incorporating Modifications (CIL Regulation 19 (A)) in response the CIL Examiner’s recommended Modifications. The Adopted Charging Schedule , including Charging Zone Maps 1 and 2 (both pdf,4mb), incorporated the changes made to satisfy the requirements of Section 212 of the Planning Act.

On 8 February 2016 Newcastle City Council submitted Newcastle’s Community Infrastructure Levy (CIL) Draft Charging Schedule (DCS) and related evidence to an independent examiner for examination.
The Planning Inspectorate appointed an independent examiner to examine Newcastle’s CIL at a public hearing.
Modifications to the Draft Charging Schedule
The council published Proposed Modifications to the DCS. The Statement of Modifications (PDF, 288.22KB) set out the changes which the council made to the DCS since its consultation in October 2015. The Statement of Modifications has been made in accordance with Regulation 19 of the CIL Regulations 2010 (amended). The council prepared a Compliance Statement (PDF, 111.93KB) which demonstrates how the council has met its legislative and legal requirements.
Request to be heard
In accordance with the regulations, any person is invited to make representations solely on the proposed modifications and can request to be heard at the examination in public. Requests to be heard must include details of the modifications on which the person wishes to be heard (by reference to the Statement of Modifications). Additional detail is sought in relation to whether those requesting to be heard support or oppose the modifications and why. The council will submit a copy of each request it receives to the Examiner. Requests to be heard may be withdrawn at any time by giving notice in writing to the council. Please note that representations received cannot be treated as confidential.

The Programme Officer
The Programme Officer is the contact point for any person who has made representations at the submission stage, and as a liaison between the examiner, the council and examination participants. They will act independently on behalf of the examiner to organise and manage the administrative and procedural matters of the examination process and is the first point of contact for any questions relating to timetabling or procedural matters. All statements will need to be submitted through the programme officer and any matters that anyone wishes to raise with the examiner will also need to be submitted via the programme officer.
