The Advisory Council on the Misuse of Drugs has a statutory duty to advise the Government on drugs of misuse and the health and social problems they may cause. In 2000, the Council decided to focus on the children of problem drug users.

The inquiry focused on parental problem drug use and its actual and potential effects on children.
