Supplementary Planning Documents (SPDs)

Supplementary Planning Documents (SPDs) provide detail to support policy in higher level Local Plan documents. 
SPDs are a material consideration in making decisions on planning applications.

Archaeology and Development


The SPD defines the practical measures that the council will use to ensure that the historic fabric of the city is preserved, it deals with all archaeological remains which fall within the planning powers of the local authority.

Designing for Community Safety in Newcastle upon Tyne


The SPD sets out guidance on the design and layout of the physical environment so as to reduce crime, the fear of crime and anti-social behaviour.

Gosforth Conservation Area Management Plan 


The SPD outlines the proposals to preserve and or enhance the character of the Conservation Area.

Hot Food Takeaway


The SPD sets out the council's approach in relation to planning control of hot food takeaways, it focuses on three key policy areas; healthy eating, vitality and viability of centres and residential amenity.

Maintaining Sustainable Communities


The revised SPD reviews the current student housing market in the city, including the growth of the purpose built student accommodation market in the Urban Core, and sets out criteria against which planning applications are assessed.

 

Draft Nature SPD - Landscape, Trees and Biodiversity


This draft SPD provides guidance on how developments should incorporate trees and landscape features to enhance the quality and character of a development and surrounding area and how to ensure its design creates connections to a wider green infrastructure network and result in enhancing its biodiversity value. 

 

Newcastle Great Park Masterplan 


The Masterplan provides guidance for the future development proposals for Newcastle Great Park.

Newcastle Upon Tyne Local List


The SPD encourages the protection and conservation of the city's local heritage assets.

 

Planning Obligations


The SPD sets out the council's proposed future Section 106 planning obligations approach which will run in conjunction with the council's CIL.

Newcastle City Council’s revised Planning Obligations SPD was approved by Cabinet on 20th September 2021 following public consultation. The SPD will be used in determining all major planning applications.

 

Summerhill Conservation Area Management Plan


The SPD outlines the proposals to preserve and or enhance the character of the Conservation Area.

Tall Buildings


The Tall Buildings Scoping Report summaries the relevant background information, issues and options for developing a revised Tall Buildings SPD. The council consulted on the Tall Buildings Scoping Report in April 2017. The council are currently preparing a draft Tall Buildings SPD.

Tall Buildings 2006


This document is the adopted Tall Buildings SPD and sets out assessment criteria for evaluating tall building applications. The council are currently preparing a revised SPD.

Trees, Landscaping and Development


This SPD will set out procedures and design criteria to achieve the integration of trees and landscaping into new developments. The council consulted on the draft Trees, Landscaping and Development SPD Scoping Report in November 2018.  The council is currently reviewing all comments received.

Urban Design Framework for the Lower Ouseburn Valley


The SPD sets out the generic design principles, land-use planning and transportation issues for the redevelopment of the Valley.

Other Guidance


The council has produced a number of other planning guidance documents which support the assessment of planning applications and development of sites.
