The Transportation Developments service is responsible for transportation and highways development issues, transport planning and policy development. The service aims to:
Newcastle City Council is committed to providing an efficient, effective and customer focused planning service, which helps guide developers through the planning process to ensure that high quality developments can be delivered.
Development Management offers a development team approach with impartial and professional advice given within an agreed time frame. As part of this service, Development Management draws on Transportation Developments for transportation and highway advice.
The overall outcome is to provide "in principal" feedback on your proposals as well as more detailed discussion and negotiation on a scheme before you submit a formal planning application.
The service is not compulsory and may not be appropriate for all situations. The Council actively encourages pre-application discussions for all development and particularly for more detailed and complex major development proposals before submission for formal consideration.
In order to manage the process effectively, all enquiries should be made through Development Management; you can contact Development Management:

Transportation Developments lead on and assist with the production of guidance and strategy documents for the city, as well as the Joint Core Strategy with Gateshead.
To ensure quality developments are delivered throughout the city, a number of developer guidance documents have been produced to aid development of proposals and delivery of highway works. Interim Planning Guidance is also available for Transport Assessments, Travel Plans and Parking.
To aid development, a series of information sheets have been produced on common themes:
Studies are undertaken by Transportation Developments to understand the problems with movement in specific areas of the city. The results are used to inform work programmes and help to identify funding to address these problems.
Recently, transport studies have been carried out in Gosforth and Ouseburn, aiming to identify problems experienced by pedestrians, cyclists, public transport users and those in private vehicles. Studies have also been undertaken in the city centre - for example at the Haymarket and its connections to the universities, retail and residential areas of the city.
Transportation Developments create large transport schemes that require additional funding from central government due to their size and scope. As part of this, colleagues from across the Council, partners such as Nexus, bus operators, local councillors, businesses and residents are consulted to develop schemes that will provide a positive outcome for all.
There are currently two schemes ready to be submitted to central government, focusing on two of our busiest public transport routes - the West Road and the Gosforth area. The West Road is our busiest public transport route, whilst the Gosforth area is a key route for public transport and private vehicles.
These schemes meet the priorities for the government based on information released by the Department for Transport since the election in May 2010.
Therefore, we will continue to promote these schemes in order to gain investment from central government, helping to make movement in and around Newcastle more sustainable, whilst ensuring that accessibility to services throughout the city is improved.
The Transportation Developments service maintains and updates the adopted highway records. The records show all highways which are maintained at the public expense. This is a statutory function and the records can be viewed free of charge during office hours.
Appointments can be made by calling 0191 211 6009.
