Consultation Feedback reports for Core Strategy and UCAAP (February 2012)
In 2004 the Government introduced a new planning system in England through the Planning & Compulsory Purchase Act. It placed a requirement upon Local Planning Authorities to produce a new suite of planning documents called the Local Development Framework or LDF. It will replace the currently adopted Unitary Development Plan.
The recent introduction of the Localism Bill will see reforms that will:
• Devolve greater power and freedoms to councils and neighbourhoods,
• Establish powerful new rights for communities,
• Revolutionise the planning system, and
• Give communities more say over housing decisions.
The Local Development Framework (or LDF for short) is the way in which the City Council will present its proposals for the use and development of land and for changes to the transportation system. It will present our spatial vision until the year 2030. The LDF consists of a number of different documents covering the full suite of planning policies that will manage and influence future development in Newcastle. The timetable for producing these documents is set out within the adopted Local Development Scheme. However, it should be noted that this is currently under review.
• Core Strategy – This is being prepared jointly by the City Council and Gateshead Council and will set the overall approach to planning in the two local authority areas, proposing levels of development whilst protecting the environment and heritage.
• Urban Core Area Action Plan – This sets out how the Urban Core of Newcastle and Gateshead will be developed.
• Local Development Scheme – this is the production timetable outlining what documents will be produced and when.
• Annual Monitoring Reports (AMRs) which are produced by the end of December each year, reporting on the previous financial year.

The LDF policies cover a wide range of issues including topics such as housing, green belt, environment, jobs and employment, retail and community facilities. We update these as necessary to take account of changing issues within the city.
