Newcastle Homeless Liaison Project

The Newcastle Homeless Liaison Project (NHLP) works with both statutory and voluntary agencies in Newcastle.

We have been assisting people into supported accommodation by mathcing people and vacancies since 1999.  As part of our service we collect information on clients seeking and moving through emergency and supported accommodation within the City and outcomes for these clients.

The information gathered on the people moving through these services has been used to inform strategy and commissioning in the City. The information on clients seeking accommodation is used to identify the support needs and demographics of homeless people within the city and identify gaps in provision. 

The NHLP also supports the Newcastle Gateway, a single access point for emergency and supported accommodation within Newcastle that enables statutory agencies within the City to refer clients electronically to these accommodation services.  Further information on the Gateway including details of how to access this accommodation can be found on our Gateway information pages.

Within Newcastle there are:

5 Emergency access hostels

Emergency access hostels provide food and shelter for single homeless people who do not have anywhere else to stay. These hostels are mainly characterised as accepting self referrals, having no waiting list and relatively frequent vacancies. Emergency access hostels will accept people at the door, but to prevent the risk of being turned away if the hostel is full, it is best to telephone first to check that they have room.

25 Non emergency access hostels

Non-emergency access hostels and housing projects usually have waiting lists.  People can either refer themselves or be referred by an agency - check individual projects for referral requirements.

14 Floating support providers 

In these projects tenants are assumed to have short term needs for intensive housing management ; when the support is no longer needed it "floats" off to someone else whilst the tenant remains living in their property and it gets passed onto general housing stock.

2 Women's refuges

A refuge is a safe house which offers women emergency accommodation.  Some refuges are for women from specific cultural backgrounds. Refuges can usually accomodate women with children but there is often an upper age limit for male children.

The project also collects vacancy information on numerous other hostels which are located throughout the North East.

A telephone enquiry service operates Monday to Friday between the hours of 10am - 4pm. The service is not restricted to agencies located within Newcastle but available to any agency. Unfortunately the service does not accept referrals from members of the public directly. Should a client contact you and be in need of advice or information regarding accommodation please make a referral on the client's behalf, as our contact details are not available to the general public. The aims of the project are to:

  • Monitor the availability of, and movement within, homeless accommodation in Newcastle
  • Provide an information clearing-house for agencies seeking accommodation for homeless people
  • Enable a better match between accommodation needs and resources and reduce the risk of street homelessness
  • Provide information to assist strategic planning

The project objectives enable the provision of:

  • Daily details of the available accommodation
  • Details of services provision
  • Information on move on accommodation and available support
  • Information on other housing options
