Safer Stronger Communities Fund, Neighbourhood Element (SSCFNE)
£1.6 million over 4 years (2006-2010) is to be targeted at distinct neighbourhoods of Newbiggin Hall, East Denton and Central Lemington. Part of the Government's overall Safer Stronger Communities Fund it is made up of:
- Building Safer Communities including anti social behaviour- 2yr funding
- Drug Strategy Partnership Support Grant- 2yr funding
- Community Empowerment Network Core Funding-1yr funding
- Neighbourhood Element- 4yr funding
Allocated by Government Office North East (GONE) to the Newcastle Local Strategic Partnership (LSP) the Neighbourhood Element has been delegated to the Neighbourhood Renewal Sub group (NR Sub) which is a sub group of the LSP. The NR sub have in turn agreed to the creation of a local governance group to set priorities, develop solutions and agree actions to address the priorities. This group consists of 2 community reps and 1 deputy from each area and 1 elected member from each area.

Specific activities supported in Central Lemington
The SSCFNE programme has contributed to 9 interventions that have, or will have a direct impact in Central Lemington. The following is a summary of the interventions.
A) Urban X project Dec 06-March 08- SSCFNE finance £57,020 + £8,800 emergency fund
- Centre Based Male Youth Work Activities (14 yrs plus)
Link in to long established youth provision via the D2 Youth Zone Project to develop and deliver youth work in Lemington. Developing a weekly session in the centres timetable is the start of a programme of activities that will be driven forward by the young people themselves once relationships, ground rules and boundaries are established. These sessions are be open to any young men who wished to take part, including those only known via the detached work. - A Drop In Facility (Debt, Crisis Intervention, Housing etc)
Provision of a weekly evening drop in advice session. This is open to all young people, male and female, including those only known via the detached work. Two D2 staff are be available to offer advice and the sessions are held in the café area. This service offers support and information on issues such as debt, housing issues, crisis intervention, benefits and a general support information service. - Multigenerational Event
The aims of this work is to increase the understanding of both sides of the generational ‘divide’ and involves young people in a group consisting of all ages, to plan and execute an event to involve all parts of the community. Quite what this event will be is impossible to predict as we recognise that this would take a great deal of work on all fronts to make such an undertaking actually happen. The process of working on such a project is more valuable than the actual event itself and the benefits a lot longer lasting. - Development of a Young People’s Sub-Group + rep on man com
A major aim of the work in 2007 is the development of a young people’s sub-group. This will give young people a platform to air their views, feelings needs and wants and potentially lead to representation on the Management Committee and a voice at Ward Committee meetings. This work will also link into the wider work being done at ward level developing a Lemington/Newburn Youth Forum. - Activities Funding Pot Process
Establishing a discreet element of funding ring fenced as an Activities Fund. Through other interventions the young people will reach a stage where they are able to work together to decide the process and procedure for approving spending from that pot for activities that they can then benefit from. This will familiarize them with the bidding process and will help them access other funds such as NRF Participatory Budgeting and Ward Committee Grants etc. - Detached Youth Work
D2 Youth Zone provide twice weekly Detached Youth Work evening sessions in Lemington. These sessions act as a starting point for establishing the wider service, finding out where young people meet, develop relationships and start the research programme into what young people want and how this can be met. Establishing a positive working relationship with the young people they make contact with is paramount. When appropriate the young people they meet may move into sessions at the centre and join the young men’s group. The project will also liaise with local High schools to ensure that they are aware of the new programme of youth work in Lemington so that student support tutors can sign post young people they work with to the programme.
B) Community Allotment SSCFNE finance £18,000
This project will enable members of the local community including young, elderly and disabled people to grow their own food, meet new people and learn about gardening and healthy eating. This will enable new skills and learning to be developed as well as providing a healthy leisure facility to the community. The creation of this plot will also benefit the physical environment as currently the area concerned is untidy and unused, this will not only benefit the allotments but the surrounding housing which overlooks the site and therefore the area as a whole.
C) Ranger to cover Blue Bell Dene and Sugley Dene (start date estimate October 07) SSCFNE finance up to March 08 £60,700
This post will work part time in both Dene’s enhancing the work of the Ranger Service. Also working alongside the new Localised Environmental Team (SSCFNE funded) and Rapid Response Team. The post holder will support the Friends of Sugley Dene and encourage a new Friends of Blue Bell Dene to form. There will also be an educational element to their post. They will work with local schools and the D2 Youth Project and Lemington Resource centre to encourage children & young people to take an interest in the Dene’s. This post holder will also organise activity days in the Dene’s such as clean-ups etc encouraging the whole community to be involved.
D) Environmental Action Teams, finance from Jan 07- March 09 £320,474
E) Redeployable CCTV SSCFNE finance, Purchase of RCCTV and case for Central Lemington £20,766, allocation of approx £3,000 for camera moves in 07-08
The Redeployable CCTV system will be available from 21 May 07 for deployment in the East Denton area. Currently police officers and environmental teams are rained to use and download information from the system. The cameras will be deployed using intelligence gathered through organisation such as police, YHN and other agencies with input from Local Governance Group members, residents and environmental teams. Final deployment will be the responsibility of the Lemington SNAPS/MAPS group. In exceptional circumstances where an operational case can be made and a clear benefit to the SSCFNE area can be shown, the camera may be deployed out with the SSCFNE areas boundary.
F) Mini moto campaign, SSCFNE finance £10,000 (to cover 3 SSCFNE areas)
Provided additional uniformed, plain clothes and weekend cover by the Police service from Jan 07-March 07. This was to respond to fears of an upsurge in mini moto nuisance after Christmas. No figures are available of outcomes from this initiative at the time of writing this report but if available they will be reported at the Ward meeting.
G) Drugs ‘n’ Alcohol (DnA) SSCFNE finance £66,000 from Dec 06 – April 07 (to cover 3 SSCFNE areas).
(Some parts of the work are continuing through other funding sources.)
- A pilot project which provided alternative therapies to young people who are experiencing problems with drugs and alcohol.
- A drop-in service providing information and harm reduction advice for young people in each area,
- Group work sessions on drugs and alcohol and sexual health issues for young people and youth workers which develops skills and understanding in the young people and confidence in youth workers to continue this kind of group,
- Drama work in primary schools where children from the SSCFNE neighbourhoods go to raise awareness of the dangers of using drugs and alcohol
- Interactive assemblies for 2 secondary schools which serve these areas encouraging young people to think about the consequences of using drugs and alcohol and associated risks. This additional work in schools could never be afforded except through grants like this and it does provide an effective strategy for awareness raising across communities.
- A poster campaign highlighting the dangers for young people who are intoxicated and the importance of their peers taking care of them when this happens.
- Evaluation of pilots/sessions through Investing In Children, focusing on young people’s participation.
H) SSCFNE Co-ordinator (to commence June 07) SSCFNE finance £47,550 in 08/09. NRF are funding this post in 07/08
The post holder would be responsible for identifying key stakeholders who can provide valuable input to the issues identified which will include co-ordinating and organising further work involving residents in developing solutions to the issues and ensuring that the ongoing monitoring of interventions places the key themes and targets at the centre of activity. A key area of work required is to ensure ongoing dialogue with all stakeholders in the SSCFNE areas to promote new developments and recognise and build on achievements. Ongoing support to the community reps, in conjunction with the CEN will also allow full participation in the opportunities available and allow residents to be a key feature in the monitoring and scrutiny of the SSCFNE programme and the wider regeneration of the areas. Support to the LGG reps is crucial to allow them to be meaningfully engaged in this and other regeneration processes.

Neighbourhood Services, one of the council's d
epartments, is responsible for dealing with the cleanliness, safety and improvement of the local environment. The manager for Lemington ward is David Hepworth.
The managers are in charge of the Neighbourhood Response Teams, whose job it is to respond quickly to problems that soon make a place look untidy or make it feel unsafe. This team includes the Rapid Response staff who sweep the streets, pick up litter and empty litter bins; remove small scale graffiti; make minor repairs to the footpath or street furniture; and cut back shrubs. They also deal with problems such as dead animals, blocked street drains, potholes and fly-tipping.
The Neighbourhood Response Managers make sure these teams are doing the jobs that are a priority for the local community. They work with local councillors, ward co-ordinators, tenants' and residents' groups and local people to find out what their priorities are. They work closely with other Neighbourhood Services teams in the area such as grounds maintenance, and road and pavement work.

Ward Committees
Your Ward Committee is made up of the three local councillors. Its purpose is to identify and address local issues. The committee consults and works with local residents and businesses, agencies and voluntary and community sector organisations.
The Ward Committee meets at least once every two months at the Lemington Centre staring at 6pm (informal) 7pm (formal meeting) and is open to all members of the public. The dates for meetings are:

The Ward Co-ordinator organises and publicises Ward Committee meetings and deals with any issues raised. They can help you with transport to and from the meeting, childcare and information in a range of community languages.
