Area Based Regeneration

Service Outline

Area Based Regeneration is where local planning and delivery merge and combine to create the impetus to deliver the regeneration of the City. 

Working at a local level with a range of stakeholder groups, the Division develops community aspirations to produce meaningful plans and projects, in accordance with the Authority’s strategic plans and strategies.  

The work of the division includes the identification of sites with development potential, the production of plans and guidance for such action and, in some cases, the management of the subsequent development and delivery process.

Project development requires proactive stakeholder involvement,  judicious planning of finances from a range of sources and development of appropriate delivery vehicles.  To execute this effectively Area Based Regeneration encompasses multi- disciplinary teams made up of professionals with different skills bases using joint working to deliver regeneration projects across the whole authority.

City Centre Development
The City Centre Development team undertake a wide range of activity in planning and related fields and is actively involved in many initiatives designed to strengthen the City’s role as regional capital.

As well as the above duties, another principle task of the team is to prepare the City Centre Area Action Plan (CCAAP).  The team work in parallel with the planning policy team to take on board the corporate objectives and proposals established by the Core Strategy.

West Newcastle
Based at Scotswood Regeneration Centre, the West Newcastle team focuses particularly on areas in need of housing market renewal In February 2006, the West Newcastle project , a regeneration scheme for Benwell and Scotswood supported by Newcastle City Council and funded by the Housing Market Renewal pathfinder, Bridging NewcastleGateshead (BNG) (opens up an external website), was launched.

West Newcastle will deliver a long-term plan for Benwell and Scotswood, that will focus on the location of new houses, shops, transport routes, schools and community facilities. The Scotswood Masterplan and Expo is the first phase comprising the development of 1800 homes and a new neighbourhood centre.

New developments already underway in Elswick are all part of a community-led regeneration programme for West Newcastle. Changing the negative perception of Elswick, attracting new residents and providing new family housing, good services, facilities and accessibility is an significant part of the rejuvenating the area.

The aim of regenerating Elswick is to create “a real community on the edge of the city”.

A Neighbourhood Renewal Area was declared in Arthur's Hill, Wingrove Terraces and the Elswick Triangle in April 2006. Improvement work started in the area in January 2007. Work is funded by BNG and Newcastle New Deal for Communities. (external website)

Walker Riverside
Over the next 10-15 years, it is planned to develop Walker Riverside (external website) as a popular neighbourhood with 1780 new homes replacing up to 700 properties so that Walker is home to more people than at present.

Work in Walker is being led by a partnership of Newcastle City Council, Places for People, Bridging NewcastleGateshead, Bellway, Enterprise 5 and Your Homes Newcastle.

Ouseburn/Byker
The Ouseburn Byker team is currently focusing on completing regeneration projects funded by the Regional Development Agency's 2005 – 2008 Single Programme and continuing to facilitate private investment in the area. Current developments include Hotel du Vin, a conversion of the former Tyne Tees Shipping Company building to a boutique hotel, Priority Sites office development on Upper Steenberg’s, Tyne Square (the Ice Factory site), Portland Green and business space on Union Street.

The Ouseburn Barrage project is key to attracting investment as it will vastly improve the environment for sites along the Ouseburn particularly Lower Steenberg’s Yard and the Ouseburn Central Masterplan area, the Supplementary Planning Document (SPD) for which was approved in January 2008. Construction of the barrage started on site in February 2008 and should be completed by Summer 2009.

The Byker Design Project, funded in part by the Housing Market Renewal Pathfinder for the area, Bridging NewcastleGateshead is currently progressing the regeneration of St Lawrence Square with the delivery of new highly sustainable, design  focused family housing. The scheme for St Lawrence as a Supplementary Planning Document and the process to select a developer partner has started in February 2008. The project will also look at the refurbishment possibilities to bring back into use Bolam Coyne and Raby Cross and also bring forward new housing at South Byker. More information

North Central
The North Central Regeneration Plan aims to take an overarching approach to regenerating the area, working closely with the community, so that all partners can sign up to an agreed strategy.  consultation has taken place in each area and we are now working toward finalising the plan. Further details and updates will be added to our website.

Newcastle Great park 
Is a major development of 2550 new homes, a town centre, community facilities, a new first school and commercial premises to the north of the City.  This prestigious development is currently under construction with nearly 600 homes occupied, SAGE locating their headquarters on the site and the first commercial unit pre let.
