Housing and Employment Compacts
Tackling Worklessness
The Housing and Employment Compacts were launched in January 2010. These two Compacts are designed to help all tenants of social housing and residents of supported housing for homeless people in Newcastle to access the range of engagement, training, education and support to work services.
The Compacts make sure that information about how to get help is offered to all residents: in the case of supported housing residents and users of floating support services, support workers will raise the issue as soon as the person has settled into their new accommodation or when the relationship with the support worker has been established.
In the case of tenants of the Council or Housing Association properties, the question of whether they need help to start thinking about and moving towards work will be raised either at the sign-up stage, or in the new tenant visit. In both cases, the topic can be raised again at any stage after this.
Housing organisations have a unique opportunity to make contact with people who are amongst the most likely to be out of work. A number of organisations already do quite a lot to help people to gain skills and confidence, and to find out about training programmes, placements, and apprenticeships. The Compacts build on this work, and will also help housing organisations to work with others in the same field, to make a big difference to the unemployment rate across the City.
The Housing and Employability Group will oversee the implementation of the Compacts. This group will involve both supported and social housing providers, as well as Newcastle Futures and other key partners. It will report to the Economy, Work, Skills and Learning Partnership of the Newcastle Partnership.
