  • Vision, strategic objectives, spatial strategy, implementation framework, key diagrams, criteria and priorities for future Area Action Plans
  • Incorporation of relevant strategic aims, objectives and strategic policies
  • How the LDF will have regard to the Community Strategy, and other regional and local strategies such as those for Sustainable Development, Economic Development, Housing, Culture, and Biodiversity
  • How the LDF will complement and join up with the plans of neighbouring authorities
  • Housing and sustainable communities, including city-wide housing supply and principles for distribution, densities and phasing; delivery of housing market renewal and other investment programmes; the shared housing sector and student accommodation; promoting high quality and sustainable housing development; and protecting the amenities and character of existing residential neighbourhoods

  • The local economy, including engaging with institutions for higher and further education; new technologies; the role in local regeneration; and the policy basis for employment land needs
  • Shopping and leisure policy, local hierarchy, and the regional role of the city centre
  • Strategy for the environment, including sustainable construction, energy use, green space, water management, pollution, green belt, wildlife, crime and disorder, and the built and archaeological heritage including the role of the Historic Environment Record
  • Waste management and minimisation, and city-wide strategy for site-specific land allocations, arising from RSS and Regional Waste Strategy
  • Sustainable development framework and sustainability appraisal
  • Area Statements identifying local issues, and the plan strategy response
