Site Specific Land Allocations DPD

Introduction

The Council decided in early 2007 through its formal LDF Local Development Scheme to prepare a Site Specific Land Allocations Development Plan Document (DPD). It is possible that this DPD may now be combined with that on Development Control Policies in a single Sites and Policies DPD.

The potential scope and realistic timetable for this combined DPD is under consideration as at October 2008. It is hoped to clarify the position by the end of 2008 and publish proposals very early in 2009 on the way forward. Whichever structure is decided on, it is likely that the first formal stages in any new DPDs will commence in April or May 2009.

Future of land allocation policies

The new DPD (whether stand-alone or combined with development control policies) will provide land use and development proposals for the City outside the Area Action Plan DPD boundaries. It will play a key role in ensuring that the city meets its responsibilities to deliver its Regeneration and Housing Strategies, not just in the regeneration areas but across the city as a whole. At the same time it will ensure that employment land is provided and safeguarded as necessary.

Major inputs will be studies on the need for land for housing, economic development and open space, with strategic guidance taken from the LDF Core Strategy DPD. Transportation investment plans flowing from the Local Transport Plan (LTP) and Transport Innovation Fund work will also be significant inputs.

Contents will include:

  • Allocations of land for particular land uses and development.
  • Allocations of sites for mixed use development.
  • Proposals for transportation and other infrastructure improvements.
  • Amenity, green space, heritage, biodiversity, and environmental designations
  • Frameworks for sustainability appraisal, monitoring and review.
