Employment Land Review (ELR)
Newcastle City Council are carrying out an Employment Land Review (ELR) for the local authority area. This study will provide an up-to-date assessment of the supply of and demand for employment land and floorspace in Gateshead. The ELR will form part of the evidence base, along with other information, to inform decisions in plan making, including future allocations within Local Development Framework documents. The review also satisfies government guidance on ELRs published by the ODPM in December 2004.
The ELR will:
Examine existing documents, policies and strategies;
Take stock of the existing provision of employment floorspace;
Assesses future requirements based on discussions with existing employers and an analysis of future trends;
Identify any gaps in the supply and identify a new portfolio of employment sites for the Borough.
As part of the study, Newcastle City Council would now like to invite landowners, developers, planning agents and local stakeholders to submit details of sites for consideration as potential employment development opportunities (specifically for office, industrial or warehousing/distribution uses) for inclusion within the ELR. You are invited to submit new sites that you, or your client(s), believe may be suitable for economic development, and which:
Please do not submit sites that:
have already have planning permission for office, industrial or warehousing development, unless a new and significantly different proposal is likely in the future;
have previously been submitted for consideration as part of consultation on Local Development Framework documents – these sites will automatically be included in the ELR. If you would like a site to be considered for employment development, please complete the attached Site Assessment Form.
A separate form should be completed for each site and submitted along with a 1:1250 or 1:2500 site location plan clearly highlighting the boundaries.
Completed forms should be returned to the consultants undertaking the study, either via email or post, to the address shown on the right of this page.

an ELR does not represent policy and does not determine whether a site should be allocated in a development plan document or granted permission for employment-related development;
information submitted regarding sites as part of the SHLAA will be within the public domain.
