Development Control Policies DPD

Introduction

The Council decided in early 2007 through its formal LDF Local Development Scheme to prepare a Development Control Policies Development Plan Document (DPD). It is possible that this DPD may now be combined with that on Site Specific Land Allocations in a single Sites and Policies DPD.

The potential scope and realistic timetable for this combined DPD is under consideration as at October 2008. It is hoped to clarify the position by the end of 2008 and publish proposals very early in 2009 on the way forward. Whichever structure is decided on, it is likely that the first formal stages in any new DPDs would commence in April or May 2009.

Future of development control policies

The new DPD (whether stand-alone or combined with site allocations) will provide city-wide development control policies. It will supersede any remaining parts of the UDP covering policies for the determination of planning applications. It will be a key point of reference for many Supplementary Planning Documents.

Contents in relation to development control are likely to include:

  • Topic and area based policies with criteria for determining planning applications, cross referred to the Proposals Map
  • Standards of provision relating to a range of land uses, where necessary to allow for efficient and equitable decision making
  • Requirements for assessments for design, sustainability, environmental and transport and access.
  • Requirements for planning obligations and developer agreements.
  • Need for further Supplementary Planning Documents or other forms of planning guidance.
  • Frameworks for sustainability appraisal, monitoring and review.
