Stop press - consultation on East Pilgrim Street
Although outside the formal Area Action Plan process (see below) you may well be interested in a recent consultation on proposals for the East Pilgrim Street area in the City Centre. Click here for the page describing the consultation, which ended on 7 November 2008
Introduction
The City Centre is a large and complex area. We are dealing with through an Area Action Plan, with the status of a Development Plan Document.
We need to look at:
- Development and land use issues
- Amount and phasing of development
- Associated transport and other infrastructure needs
- Relationship with adjacent residential communities
- Relationship to other plans and strategies
- Consultation
- Sustainability
- Delivery, including partnership working and funding steams
- Monitoring and review arrangements
- Follow on exercises including Supplementary Planning Documents, design codes and other guidance
The areas likley to undergo the most change will probably be:
- Discovery Quarter, covering land at Gallowgate, the former Brewery, St James Boulevard, George Street Triangle, Newcastle College, Central Station and land to the south and west down to the river Tyne
- East of Pilgrim Street, incorporating vacant sites and property between New Bridge Street and Swan House roundabout;
- Newcastle and Northumbria Universities campus development areas, including the Manors site.
Key milestones for the Area Action Plan
- Preferred Options Report
(with non-statutory consultation) - Draft Plan published
(six week formal consultation) - Submission to Secretary of State
- Public Examination by Inspector
- Adoption
Revisd dates for the above will be published as soon as we hae them - sometime in early 2009. Please watch this space for updates.

Communication and Consultation Strategy for the City Centre Area Action Plan (CCAAP)
Sustainability Appraisal
Alongside producing the City Centre Area Action Plan we are required to produce the sustainability appraisal in order to assess the likely environmental, social and economic effects of the plan. The Draft Scoping Report was published for consultation until the 27th March 2006. Responses were considered and the Scoping Report amended accordingly. Since such time there have been some important changes to national and regional policy including revisions to the Integrated Regional Framework. An Addendum Report has therefore been prepared to outline the Council's proposed changes to the Scoping Report. If you wish to comment on the Scoping Report and / or the Addendum Paper please respond by the 14th November 2008.
