Some general rules:

Most means tested benefits 

0 - 16 year olds can be included in someone's benefit claim.

From 16 up to 19 or 20, they can either:

Due to the introduction of Tax Credits, there are two situations for people claiming these benefits for children:

  • Claims after April 2004: people claim Child Tax Credits for children and Income Support or Jobseekers Allowance income based for themselves.
  • Claims before April 2004: people may get Income Support or Jobseekers Allowance income based for themselves and the children. The plan is to transfer these people to Child Tax Credits eventually.

Non means tested benefits

Each benefit has its own rules. Some, like Child Benefit are specifically for children up to 16 and later if they stay on at school or in "approved" training. Others may be payable because of pregnancy or having a new baby such as Maternity Allowance.

It used to be possible to claim extra for a child dependent but from 2003, this was stopped and was replaced by Child Tax Credit. However, existing additons continue.
